Why Cape Town and the Winelands Look the Way They Do

Cape Town and the Winelands are remarkably compressed: mountains, plains, vineyards, cities and two coastlines repeatedly collide. A map reveals how strongly the landscape still dictates where everything goes.

Why Cape Town and the Winelands Look the Way They Do

There is a point, when drawing a map of Cape Town at the right scale, when the city stops looking like a city.

Zoom out far enough to include Stellenbosch, Paarl and Franschhoek and something else appears. Table Mountain becomes part of a much larger arrangement of ridges and valleys. The Peninsula hangs southward with the Atlantic on one side and False Bay on the other. The Cape Flats suddenly become legible as the low ground connecting that mountainous peninsula to the rest of the Western Cape.

Beyond them, another sequence begins: Stellenbosch beneath its mountains, Paarl pushed against Paarl Mountain and the Berg River valley, Franschhoek tucked into a valley that ends against a wall of mountains.

The settlements are important, but the spaces between them explain the region.

That is one reason Cape Town and the Winelands can feel so extraordinarily varied over surprisingly short distances. The landscape is compressed, but it is rarely continuous.

A city that cannot escape its geography

Table Mountain is normally treated as Cape Town's backdrop. Spatially, it is much more disruptive than that.

The Cape Peninsula is a narrow mountainous strip extending south from the city towards Cape Point. The mountain chain forms its backbone, with the Atlantic coast to the west and False Bay to the east. Table Mountain National Park itself stretches roughly 70 kilometres from Signal Hill and Table Mountain to Cape Point.

This produces a peculiar urban condition. Cape Town has grown around, against and between enormous pieces of topography.

The City Bowl is exactly what its name implies. The southern suburbs occupy another set of relationships between mountain slopes and lower ground. Hout Bay feels geographically detached despite being part of the same city. Crossing from one side of the Peninsula to another can mean going around a mountain rather than simply moving across an urban grid.

The mountain is therefore not scenery added to Cape Town. It is one of the things that makes Cape Town's urban geography possible, difficult and distinctive.

The Cape Flats are the hinge

On a regional map, perhaps the most important landscape is the one least likely to appear on a postcard.

The Cape Flats form the low sandy connection between the Peninsula mountain chain and the folded mountain landscapes farther east. Once you see this, metropolitan Cape Town becomes easier to read.

The Peninsula is not simply the southern portion of a large flat city. It is a mountainous landform connected to the mainland through a broad lowland. That lowland became enormously important for urban expansion and movement.

Of course, physical geography cannot explain the human geography of the Cape Flats by itself. Colonial dispossession, apartheid planning, forced removals, infrastructure investment and subsequent urban development profoundly shaped where Cape Town's communities live. Geography created the physical stage; political power determined a great deal of what was subsequently put upon it.

That distinction matters. Maps become dangerous when physical patterns are made to look inevitable.

Then the mountains begin again

Travel east from Cape Town and the openness does not last.

The Winelands are sometimes imagined as a broadly continuous pastoral landscape beyond the metropolis. On a map they are much more compartmentalised.

Stellenbosch Municipality contains landscapes ranging from plains and rolling hills to high mountains and secluded valleys. The Hottentots Holland and Helderberg ranges define major edges, while Simonsberg, Jonkershoek and the Groot Drakenstein mountains divide the interior into distinct valleys and landscape rooms.

This is one of the fundamental spatial pleasures of the region.

You can leave metropolitan Cape Town, cross relatively ordinary-looking lowlands and then find yourself enclosed again. Stellenbosch does not merely happen to have mountains nearby. Its relationship with those mountains is fundamental to how the town and its agricultural hinterland are perceived.

Continue through the region and the spatial sequence repeats, but differently.

Paarl opens along a larger valley system. Franschhoek contracts dramatically into its own mountain enclosure. Stellenbosch, Paarl and Franschhoek are routinely grouped together as "the Winelands", yet physically they are not interchangeable pieces of the same landscape.

The collective name conceals the geography.

Roads expose what the landscape permits

One of the pleasures of reading roads on a map is discovering that they are not just lines connecting names.

At regional scale, routes begin to reveal negotiation.

Movement between Cape Town and the Winelands must deal with mountains, lowlands and the limited passages between them. Routes gather where geography makes movement easier, split where destinations diverge, and pass through or around barriers where choices narrow.

This does not mean the mountains "caused" every road. Roads are products of engineering, economics, land ownership, historical settlement and government decisions. But neither were they drawn on blank paper.

The same is true of settlements.

Stellenbosch Municipality explicitly treats Stellenbosch, Franschhoek and Klapmuts as places whose relationships and connections need to be understood spatially rather than independently. Its planning framework also distinguishes between urban settlements and the municipality's extensive rural landscapes.

Look at the region without roads and towns and the terrain appears fragmented. Put the movement network back and you can see how people have stitched those fragments together.

The Cape's great trick is compression

This, for me, is what makes the geography around Cape Town exceptional.

It is not simply that the region contains mountains, vineyards, beaches, cities and agricultural landscapes. Plenty of regions contain those things.

It is how abruptly one gives way to another.

The dense metropolitan landscape around Cape Town can sit surprisingly close to agricultural land. The enormous visual presence of False Bay can disappear behind a ridge. Stellenbosch can feel like a self-contained inland landscape even though metropolitan Cape Town is not far away. Franschhoek feels deeper in the mountains than its position on a regional map might suggest.

Distance and separation are not the same thing here.

A mountain can make two nearby places feel remote from one another. A pass can suddenly reconnect landscapes that seemed unrelated. A low plain can carry metropolitan development across an area that, from the mountain slopes above, reads almost as a single geographic surface.

Perhaps that is the Cape's particular spatial contradiction: an intensely compressed region that is constantly dividing itself into separate worlds.

What the map sees

We increasingly encounter places through lists.

Ten things to do in Stellenbosch. A wine farm in Franschhoek. A beach in False Bay. Table Mountain. Cape Point. Paarl.

Each is detached from the next and served back as a destination.

A map does almost the opposite.

It removes some of the close-up detail and restores relationships.

Table Mountain becomes a barrier as well as a landmark. The Cape Flats become a connection rather than somewhere passed through on the way to somewhere else. Stellenbosch becomes part of a valley system. Franschhoek's apparent remoteness becomes understandable. Roads stop being coloured lines and begin to reveal the limited choices available for moving through a folded landscape.

That is what interests me about cartography.

A good map does not merely tell you where things are.

Sometimes it explains why a place feels the way it does.
